ABSTRACT: This paperexploredhow Chinese civil society organizations (CSOs) had been involved in an adolescent reproductive health policy process and its implications for other developing countries with similar political and social contexts. The case study was the 6th cycle of the Country Program on adolescent reproductive health (Jan. 2006-Dec. 2010). It was a multi-phased, retrospective qualitative study in Guangxi autonomous region. Six categories of policy actors including politician, CSO, policy-maker, health manager, development partner and researcher were interviewed, 34 documents were reviewed and 1 participatory stakeholder workshop was held between Jun. 2007 and Apr. 2008. We focused on different CSOs that had been involved in different stages of the policy process, what strategies they had used to interact with the policy process and how they influenced the content and implementation of the policy. Our results showed that new forms of CSOs in China were emerging, with different mechanisms being used to express their voice and influence the policy process. The involvements of CSOs in the adolescent reproductive health policy process also showed how new opportunities were arising in a rapidly changing Chinese political context, but various factors might affect their involvement in policy process. Critical amongst these were the characteristics of the CSOs, the wider political context of the country and the nature of the policy itself.
From August 1983, Ling studied at the Communist Youth League Academy (later China Youth University of Political Studies), majoring in political education. In July 1985, Ling worked in the political theory section of the propaganda department of the Communist Youth League. At that time, Hu Jintao was the First Secretary (i.e., leader), of the Youth League, though it is not clear whether there was direct contact between Ling and Hu. From June 1988, Ling served in various posts in CYL, mostly as part of the CYL Secretariat and the CYL General Office. He also served as editor-in-chief of Chinese Communist Youth League, the primary theory publication of the CYL, and between 1994 and 1995, and the CYL's chief of propaganda.
On May 13, 2016, the No. 1 branch of Tianjin Municipal People's Procuratorate filed suit against Ling on behalf of the state at the No. 1 Intermediate People's Court of Tianjin.[20] On July 4, 2016, after a closed-door trial, Ling was sentenced to life imprisonment. He was convicted on charges of taking bribes, illegally obtaining state secrets and abuse of power. Upon hearing his sentence, Ling read aloud from a prepared script stating that he did not contest the conviction and "thanked" the court and the lawyers for their work, and used a Chinese idiom (kegu mingxi) to describe how unforgettable the trial had been to him.

For Wang, suona music runs in his blood. Yet even with four generations of suona players among his forebears, it took him years of practice to master even the basics on the notoriously difficult instrument. As a child, he spent months playing cymbals in his grandfather’s band to improve his sense of rhythm. Then, from the age of 8, he started learning the sheng mouth organ to perfect his intonation and dropped out of school to focus on music.
As a teenager in the 1980s, Wang would play several gigs a day with his grandfather’s band. Everywhere they performed, they were served tea and tobacco and treated as honored guests. But after the arrival of the new millennium, the popularity of suona music declined. The market for musicians shrank as newlyweds turned to new trends: Western rock bands, pop singers, folk operas. The suona became passé, even maudlin. “Once the suona sounded, people would think someone must have passed away,” Wang explains.
“It’s quite hard for us to find jobs,” Wang says. “We’re not young, and we don’t have other skills.” When he first started doing short-term construction work earlier this year, he didn’t even know how to mix concrete, but other workers were friendly and helped teach him the basics. He doesn’t mind the labor, though it leaves him sore. He feels his cheeks are stiff after days away from the suona — a reminder that he was once a master musician.

In the latter half of 2014, members of the Ling family were successively detained by the authorities (see "Family" section below). Moreover, an unprecedented number of high-ranking officials in Ling's native Shanxi province were investigated for corruption and removed from office. Rumours circulated about Ling's own fate. Ling was officially placed under investigation by the Central Commission for Discipline Inspection (party's anti-graft agency) on December 22, 2014, and dismissed from his position as United Front Work Department head about a week later.[2] The CPPCC then removed him from the office of Vice-Chairman in February 2015, in addition to stripping him of his ordinary CPPCC delegate status.[15]
On September 1, 2012, prior to the transfer of power between Hu Jintao and Xi Jinping at the pivotal 18th Party Congress, Ling was abruptly transferred from his position as General Office chief to become head of the United Front Work Department, an organ considered to be of less importance. This was seen as a demotion for Ling. At the 18th Party Congress held in the fall of 2012, Ling did not gain a seat on the Politburo as expected, nor did he retain his position as Secretary of the Secretariat; this signalled that Ling was excluded from all the major power organs of the party.[11] In March 2013, Ling was elected as one of the Vice-Chairmen of the Chinese People's Political Consultative Conference (CPPCC), barely holding onto his status as a "national leader". A total of 90 CPPCC delegates voted against Ling, while 22 delegates abstained.[14]
