From August 1983, Ling studied at the Communist Youth League Academy (later China Youth University of Political Studies), majoring in political education. In July 1985, Ling worked in the political theory section of the propaganda department of the Communist Youth League. At that time, Hu Jintao was the First Secretary (i.e., leader), of the Youth League, though it is not clear whether there was direct contact between Ling and Hu. From June 1988, Ling served in various posts in CYL, mostly as part of the CYL Secretariat and the CYL General Office. He also served as editor-in-chief of Chinese Communist Youth League, the primary theory publication of the CYL, and between 1994 and 1995, and the CYL's chief of propaganda.

In the latter half of 2014, members of the Ling family were successively detained by the authorities (see "Family" section below). Moreover, an unprecedented number of high-ranking officials in Ling's native Shanxi province were investigated for corruption and removed from office. Rumours circulated about Ling's own fate. Ling was officially placed under investigation by the Central Commission for Discipline Inspection (party's anti-graft agency) on December 22, 2014, and dismissed from his position as United Front Work Department head about a week later.[2] The CPPCC then removed him from the office of Vice-Chairman in February 2015, in addition to stripping him of his ordinary CPPCC delegate status.[15]

It’s not hard to see why governments would seek to defend their languages. But some linguists think a staunch anti-English stance may be counterproductive. Truly endangered languages tend to be encroached on mostly by their dominant geographic neighbors, says Selma Sonntag, a political scientist at Humboldt State University who studies language purist movements: “The threat isn’t from English, it’s from whatever the official language is within their area.” Linguist David Crystal, author of “English as a Global Language,” has written about how Welsh-language purism may be furthering an elitism that prevents younger speakers from adopting the tongue. And it’s worth noting that English owes much of its vitality to its long history of borrowing from French, Latin, Arabic, and pretty much any other language it met. “ alter [a language’s] character—but is this a bad thing?” Crystal told me. “Imagine English without French or Latin loanwords. No Shakespeare, for a start.”

A kind of Ti–Fe–Ni–C compound powder was prepared by a novel precursor pyrolysis process using ferro-titanium, carbonyl nickel powder and sucrose as raw materials. The powder had a very compact structure and was uniform in particle size. The TiC–Fe36Ni composite coatings were simultaneously in-situ synthesized by Reactive Detonation-gun Spraying (RDS) using these Ti-Fe-Ni-C compound powders. The coatings presented typical morphology of thermal spraying coatings with two different areas: one was the area of TiC distribution where the round fine TiC particles (from 300nm to 1μm) were dispersed in the Fe36Ni alloy matrix; the other was the area of TiC accumulation (from 2 to 4μm). The surface hardness of the composite coating reached about 94 ± 2(HR15N).

Ling, at the age of 23, was recruited to work in the propaganda department of CYL Central Committee.[4]
Yet some young villagers share the government’s objections to suona funeral performances. To 27-year-old Dong Chengcheng, the funeral reforms are a positive step toward easing the burden on younger generations. “Although the price for booking a suona band is not such a big deal, it still costs money,” he explains. With each funeral typically requiring three days of ceremonies and banquets, the expenses add up — especially as family planning policies have left today’s young people with fewer siblings to share the costs.

Though it has banned the suona from funerals, the local government has also paradoxically launched several initiatives to preserve the suona tradition. Since 2014, it has funded research and documentation of suona music, as well as an intangible cultural heritage protection plan that pairs around 15 masters with students. It also offers suona musicians performance opportunities. But according to Liu, the gigs are too few and too poorly compensated — some only pay 800 to 1,000 yuan ($120 to $150) for an eight-person band. He doesn’t believe that a state-sponsored imitation of the master-apprentice method will be able to sustain the tradition.
Several weeks prior to the announcement of the investigation, Ling continued to make appearances on state television in his positions of CPPCC Vice Chairman and United Front chief. On December 15 Ling had penned an article on the Communist theory publication Qiushi brimming with praise for the signature political philosophies of Xi Jinping such as the "Chinese Dream". This was seen by observers as a 'last-ditch' declaration of fealty to the new Chinese leader with whom Ling was thought to have lost favour.[11]
